Significance of Transport and Communication in India
Transport and communication networks are the connective tissue of any national economy, enabling the movement of goods, people, and information across space. For a country as large and geographically diverse as India - spanning 3.28 million square kilometres from the Himalayan north to the peninsular south and from the Thar Desert in the west to the rainforests of the northeast - the adequacy of transport infrastructure is a critical determinant of economic integration, regional development, and social cohesion. A well-developed transport network reduces regional price disparities, enables agricultural surplus regions to supply deficit regions, allows industries to access raw materials and markets across the country, connects remote communities to health and education services, and underpins national defence and internal security. India's transport geography has been shaped by its colonial inheritance (railways built to connect raw material zones to ports), its post-independence planning choices (investment in public transport infrastructure and state ownership), and more recent liberalisation and public-private partnership approaches to infrastructure development.
Road Transport
India has one of the largest road networks in the world, with approximately 6.4 million kilometres of roads (as of 2023) including national highways, state highways, major district roads, other district roads, and village roads. Road transport accounts for approximately 90 percent of passenger traffic and 65 percent of freight traffic in India, making it the dominant mode of transport by usage despite the historical emphasis on railways in planning. The shift toward road transport has accelerated since the 1990s with the expansion of road infrastructure, growth of the automobile industry, and the rise of road-based logistics for e-commerce and just-in-time supply chains.
National Highways (NHs) form the arterial network connecting state capitals, major cities, ports, and border points. India has approximately 1,46,000 kilometres of national highways (2023), managed by the National Highways Authority of India (NHAI, established 1988) and the Ministry of Road Transport and Highways. The National Highway Development Programme (NHDP), launched in 1998-99, has been the most ambitious road infrastructure programme in independent India. Its flagship components include: the Golden Quadrilateral (GQ), a 5,846 kilometre four-lane or six-lane highway connecting the four metropolitan cities of Delhi, Mumbai, Chennai, and Kolkata, largely completed by 2012; the North-South and East-West Corridors (NS-EW), connecting Srinagar to Kanyakumari (north-south, approximately 4,016 km) and Silchar (Assam) to Porbandar (Gujarat) (east-west, approximately 3,640 km), crossing at Jhansi; and the Port Connectivity and Ring Road components connecting major ports to the NH network and bypassing congested city centres.
Key national highways include NH-44 (formerly NH-7 and NH-44, the longest national highway at approximately 3,745 km connecting Srinagar to Kanyakumari via Jalandhar, Delhi, Agra, Nagpur, Hyderabad, Bengaluru, and Madurai); NH-27 (connecting Porbandar in Gujarat to Silchar in Assam, approximately 3,507 km, east-west corridor); NH-48 (Delhi to Chennai via Jaipur, Vadodara, Mumbai, approximately 2,807 km, part of the western leg of GQ); NH-19 (Delhi to Kolkata via Agra, Allahabad, Varanasi, approximately 1,435 km, part of GQ); and NH-16 (Chakradharpur in Jharkhand to Visakhapatnam, connecting the eastern coastal corridor). The Bharatmala Pariyojana, launched in 2017, is a centrally sponsored and funded road and highways programme targeting approximately 34,800 km of national highway corridors, ring roads, and economic corridors as Phase 1, aimed at optimising the efficiency of freight and passenger movement.
State highways form the secondary network connecting district headquarters and major towns within each state to national highways and to each other. Major District Roads (MDRs) and Other District Roads (ODRs) provide connectivity at the district level. The Pradhan Mantri Gram Sadak Yojana (PMGSY), launched in 2000, has been transformative for rural connectivity: it aimed to provide all-weather road connectivity to every habitation with a population of 500 or more (250 in hilly, tribal, and desert areas), and had connected over 97 percent of targeted habitations by 2023. Paved rural roads reduce agricultural marketing costs, improve access to health and education, and have demonstrably improved rural household incomes and welfare in studies across India.
Road quality and congestion remain serious challenges. Many national and state highways are single-lane or two-lane roads carrying traffic volumes that require four or more lanes. Urban road networks in Indian cities are chronically congested, with average traffic speeds in cities like Mumbai, Bengaluru, Pune, and Delhi among the slowest in the world during peak hours. Road safety is a critical concern: India accounts for approximately 11 percent of global road accident deaths (approximately 1.5 lakh deaths annually) despite having a relatively small vehicle fleet compared to population, reflecting poor road design, driver behaviour, vehicle standards, emergency response, and enforcement. The Motor Vehicles (Amendment) Act 2019 significantly increased penalties for traffic violations in an attempt to improve road discipline.
Expressways are access-controlled high-speed roads comparable to motorways in developed countries, with no level crossings, restricted access points, and high design speeds (80-120 km/h). India's expressway network has grown rapidly: major expressways include the Yamuna Expressway (165 km, Delhi to Agra), the Mumbai-Pune Expressway (95 km, India's first six-lane expressway), the Delhi-Meerut Expressway, the Lucknow-Agra Expressway, the Purvanchal Expressway (341 km, Lucknow to Ghazipur), and the under-construction Delhi-Mumbai Expressway (approximately 1,386 km, the world's longest highway project when completed). The Eastern Peripheral Expressway and Western Peripheral Expressway form a ring around Delhi. Expressways are primarily financed through public-private partnership (PPP) on a Build-Operate-Transfer (BOT) or hybrid annuity model, with toll revenues funding construction and operation.
Railway Transport
Indian Railways (IR) is the world's fourth-largest railway network by route length, with approximately 68,000 route kilometres, and one of the largest by traffic volume, carrying approximately 8 billion passengers and 1.5 billion tonnes of freight annually (pre-COVID figures). It is one of the world's largest employers, with approximately 1.3 million employees. Indian Railways is owned and operated by the Government of India through the Ministry of Railways, making it one of the largest public sector enterprises in the world. The railway network is divided into 18 railway zones (as of 2023), each headed by a General Manager, with headquarters in major cities including New Delhi (Northern Railway), Mumbai (Central Railway and Western Railway), Chennai (Southern Railway), Kolkata (Eastern Railway and South Eastern Railway), Secunderabad (South Central Railway), and others.
The gauge (width between rails) of Indian railways is heterogeneous, reflecting different colonial-era investment decisions. The Broad Gauge (BG, 1,676 mm) is the primary gauge carrying the bulk of passenger and freight traffic on main lines. The Metre Gauge (MG, 1,000 mm) historically served many rural and hilly areas but has been progressively converted to Broad Gauge under the Project Unigauge initiative (1992 onwards) to improve network integration and operational efficiency. The Narrow Gauge (NG, 762 mm or 610 mm) survives on a few tourist and hill railways: the Darjeeling Himalayan Railway (the Toy Train of Darjeeling, a UNESCO World Heritage Site since 1999), the Nilgiri Mountain Railway (Mettupalayam to Ooty, also a UNESCO World Heritage Site as part of the Mountain Railways of India inscription), and the Kalka-Shimla Railway (also a UNESCO World Heritage Site). The unification of gauge on the main network has improved throughput and allowed the running of longer and heavier trains.
The colonial legacy strongly shaped India's railway geography. The British built railways primarily to serve imperial economic and military interests: trunk lines connected the hinterland to coastal ports (Bombay, Calcutta, Madras) to facilitate the export of raw materials; strategic lines connected the northwestern frontier for military deployment. The result was a radial network focused on port cities rather than a grid network integrating the interior. Post-independence planning added new lines in tribal and backward areas, extended the network to the northeastern states, and built connections to new industrial centres (the Bokaro-Chandrapura line, the Bailadila-Visakhapatnam iron ore corridor), but the basic colonial structure of the network has persisted.
Key railway routes and corridors include: the Delhi-Mumbai corridor (the Western Railway main line and Central Railway line, carrying the heaviest passenger and freight traffic); the Delhi-Howrah corridor (the Grand Chord and main line through the Gangetic heartland); the Delhi-Chennai corridor; the Howrah-Mumbai-Chennai triangle connecting the three major metros; and the iron ore corridors in eastern India (Bailadila to Visakhapatnam, transporting iron ore from Chhattisgarh to the port for export). The Konkan Railway (760 km from Roha in Maharashtra to Thokur in Karnataka, completed 1998) was a major post-independence engineering achievement, crossing the Western Ghats with numerous tunnels and bridges to provide direct coastal connectivity between Mumbai and Mangaluru.
Dedicated Freight Corridors (DFCs) are the most transformative ongoing investment in Indian Railways. Two DFCs are under construction: the Western DFC (approximately 1,504 km from Dadri near Delhi to Jawaharlal Nehru Port near Mumbai, passing through Rajasthan and Gujarat) and the Eastern DFC (approximately 1,856 km from Ludhiana in Punjab to Dankuni near Kolkata, passing through UP, Bihar, and Jharkhand). The DFCs are designed for double-stack container trains and heavy-haul freight trains running at higher speeds on dedicated tracks, freeing the existing network for passenger trains and dramatically increasing freight capacity. Completion of the DFCs is expected to reduce logistics costs significantly and make Indian manufacturing more competitive. Additional DFCs planned include the East-West, North-South, East Coast, and South corridors.
Passenger train categories in India range from the slowest and cheapest unreserved ordinary passenger trains to premium air-conditioned express services. The Rajdhani Express trains connect Delhi to state capitals; the Shatabdi Express trains are day intercity express services; the Duronto Express trains are non-stop point-to-point trains; the Vande Bharat Express (also called Train 18) is India's first semi-high-speed indigenously designed and manufactured trainset, operating at up to 160 km/h, now running on multiple routes. The Gatimaan Express between Delhi and Agra is India's fastest train at 160 km/h. High-speed rail in India is represented by the Mumbai-Ahmedabad High Speed Rail Corridor (the Bullet Train project), being constructed with Japanese Shinkansen technology and financing under the Japan International Cooperation Agency (JICA), targeting 320 km/h operating speed over 508 km with 12 stations - a transformative but controversial project given its land acquisition challenges and high cost. Metro rail systems (mass rapid transit in urban areas) have expanded rapidly: Kolkata Metro (1984, India's first metro) has been followed by Delhi Metro (operational since 2002, now over 390 km, the largest in India and among the largest in Asia), Mumbai Metro, Bengaluru Metro (Namma Metro), Chennai Metro, Hyderabad Metro, Kochi Metro, Lucknow Metro, Jaipur Metro, and many more cities with systems under construction.
Railway electrification has been a major recent achievement: Indian Railways achieved 100 percent electrification of the Broad Gauge network in 2023, enabling the shift from diesel to electric traction and reducing both operating costs and carbon emissions. The electrification uses 25 kV AC overhead equipment on most routes. Mission 100 Percent Electrification also supports the goal of achieving net zero carbon emissions by 2030 for Indian Railways. The railways have also invested in station redevelopment (the World-Class Station redevelopment programme targeting 50 major stations including New Delhi, Mumbai CST, and Chennai Central), introduction of private passenger train services on select routes, and digitalisation of reservations, operations, and maintenance.
Inland Waterways
Inland water transport (IWT) is the most fuel-efficient and lowest-cost mode of freight transport per tonne-kilometre, but has been historically neglected in India relative to its potential. India has approximately 14,500 kilometres of navigable waterways including rivers, canals, backwaters, creeks, and tidal inlets, but only about 3,700 km are suitable for mechanised craft. The Inland Waterways Authority of India (IWAI), established in 1986, is responsible for developing and regulating national waterways.
National Waterways (NWs) are waterways declared by Parliament as national waterways, giving IWAI jurisdiction and enabling central investment. The number of national waterways was expanded dramatically from 5 to 111 by the National Waterways Act 2016. Key national waterways include: NW-1 (the Ganga-Bhagirathi-Hooghly system from Allahabad to Haldia, 1,620 km, the longest, passing through Varanasi, Patna, Bhagalpur, and Kolkata); NW-2 (the Brahmaputra from Dhubri to Sadiya, 891 km, in Assam); NW-3 (the West Coast Canal in Kerala from Kollam to Kottapuram, 205 km, including the famous backwaters of Kerala); NW-4 (Kakinada to Puducherry through canals, rivers, and Godavari and Krishna rivers, 1,078 km); and NW-5 (Brahmani river and the East Coast Canal in Odisha, 623 km). The Jal Marg Vikas Project is developing NW-1 between Varanasi and Haldia with support from the World Bank, including terminal development at Varanasi, Sahibganj, and Haldia, multi-modal terminals, and river information systems.
Kerala's backwaters - the network of interconnected canals, lakes, rivers, and inlets parallel to the Arabian Sea coast - represent a unique inland waterway system with both commercial and tourism significance. The Vembanad Lake (the longest lake in India at approximately 96 km) is part of this system. Water transport in Kerala serves daily commuter and goods movement needs in the coastal districts, supplementing road transport where road development is constrained by the waterlogged terrain. Ferries remain an important mode of transport in the Sundarbans delta in West Bengal and in the riverine areas of Assam and Bangladesh border regions.
The development of inland waterways as a significant freight mode faces several challenges: seasonal fluctuations in river flow reduce navigability during low-water periods; siltation reduces navigable depth; lack of adequate terminal, handling, and inter-modal transfer infrastructure at river ports; the dispersed location of inland ports relative to freight generation zones; and institutional and regulatory complexity involving multiple central and state agencies. However, for bulk commodities (coal, fly ash, fertilisers, construction materials, foodgrains) on routes parallel to navigable rivers, IWT offers significant cost and environmental advantages.
Coastal and Maritime Shipping
India has a coastline of approximately 7,517 kilometres (including the island territories) with 12 major ports and approximately 200 non-major (state) ports. Coastal shipping (cabotage) - the movement of cargo between Indian ports in Indian ships - is protected by cabotage restrictions that require coastal cargo to be carried in Indian-flagged vessels, though these have been progressively relaxed for certain cargo types to improve efficiency. Coastal shipping can substitute for long-distance road and rail transport along the peninsula, with particular potential for the movement of bulk commodities (coal for coastal thermal power plants, petroleum products, construction materials) and containers.
Major ports in India are administered by Port Trusts under the central government (now being corporatised as Major Port Authorities under the Major Port Authorities Act 2021). The 12 major ports in order of approximate cargo handled include: Deendayal Port (formerly Kandla, Gujarat) - the largest major port by cargo volume, handling primarily petroleum products, fertilisers, and foodgrains for the northwestern hinterland; Jawaharlal Nehru Port (JNPT, Navi Mumbai) - India's largest container port, handling approximately 50-55 percent of India's container traffic, serving the commercial-industrial heartland of Maharashtra and western India; Mumbai Port - the oldest major port, now handling primarily liquid bulk (petroleum) and general cargo as container traffic shifted to JNPT; Paradip Port (Odisha) - a major port for iron ore export and coal import, serving the eastern India steel and thermal power plant hinterland; Visakhapatnam Port (Andhra Pradesh) - handling iron ore, coking coal, crude oil, and general cargo; V.O. Chidambaranar Port (formerly Tuticorin, Tamil Nadu) - handling thermal coal, containers, and the Ceylon and Sri Lanka trade; Chennai Port - India's second-largest container port, serving the automotive, electronics, and textile export hinterland of Tamil Nadu; Ennore Port (now Kamarajar Port, near Chennai) - a corporatised port handling coal for thermal plants and automotive exports; Cochin Port (Kochi, Kerala) - handling container traffic and bulk cargo, with the Cochin Shipyard and International Cruise Terminal; New Mangalore Port (Karnataka) - handling petroleum products from the Mangaluru refinery and mineral ores; Mormugao Port (Goa) - historically an iron ore export port; and Kolkata-Haldia Port Complex - handling tea, jute, and general cargo at Kolkata Dock with bulk cargo at Haldia.
Hinterlands of major ports are the areas from which they draw cargo and to which they distribute imports. Hinterland delineation reflects transport connectivity, commodity flows, and competitive geography between ports. JNPT's hinterland extends deep into the Gangetic plain through road and rail connections, competing with Kandla for the northwestern Indian hinterland. Chennai and Vizag compete for the hinterland of the Deccan plateau and eastern India. The development of dry ports (inland container depots, ICDs) and container freight stations (CFS) has extended the effective hinterland of coastal ports by enabling container stuffing/de-stuffing and customs clearance at inland locations - Delhi's ICD at Tughlakabad handles containers destined for JNPT; Ludhiana, Ahmedabad, Nagpur, and other industrial centres have ICDs serving multiple coastal ports.
Sagarmala Programme, launched by the Government of India in 2015, is a comprehensive port-led development initiative with four pillars: port modernisation and new port development (including development of new greenfield ports at Vadhvan in Maharashtra and Enayam in Tamil Nadu); port connectivity enhancement (road, rail, inland waterway, and coastal connectivity to ports); port-led industrialisation (development of coastal economic zones and port-based industrial clusters); and coastal community development. The programme has identified approximately 600 projects worth over Rs 6 lakh crore to be implemented over 2015-2035.
Air Transport
Civil aviation in India has grown rapidly since liberalisation of the sector in the 1990s and especially since 2003 when the entry of low-cost carriers (beginning with Air Deccan) democratised air travel. India is the world's third-largest domestic aviation market (after the United States and China) by passenger numbers, with approximately 140-150 million domestic passengers annually (pre-COVID). The Directorate General of Civil Aviation (DGCA) regulates civil aviation; the Airports Authority of India (AAI) manages most airports; and private operators manage major airports at Delhi (Indira Gandhi International, operated by Delhi International Airport Ltd.), Mumbai (Chhatrapati Shivaji Maharaj International, operated by Mumbai International Airport Ltd.), Bengaluru (Kempegowda International, operated by Bengaluru International Airport Ltd.), Hyderabad (Rajiv Gandhi International, operated by GMR Hyderabad International Airport Ltd.), and Cochin (Cochin International Airport, the world's first fully solar-powered international airport, operated by Cochin International Airport Ltd., a public-private partnership).
The airline industry in India has been characterised by intense competition, thin margins, high fuel costs (Aviation Turbine Fuel taxes are among the highest in the world), and periodic financial crises. Air India, the national carrier founded by J.R.D. Tata in 1932 (as Tata Airlines), was nationalised in 1953 and accumulated massive losses over decades before being privatised back to the Tata Group in 2022. IndiGo is India's dominant airline with approximately 55-60 percent of domestic market share, known for its low-cost model, punctuality, and fleet standardisation (Airbus A320 family). SpiceJet, GoFirst (formerly GoAir, which went bankrupt in 2023), Vistara (a joint venture between Tata and Singapore Airlines, merging with Air India), and Akasa Air (a new low-cost carrier backed by the Rakesh Jhunjhunwala group) are other significant operators.
The UDAN scheme (Ude Desh ka Aam Naagrik, meaning the common citizen of the country shall fly), launched in 2016 as part of the Regional Connectivity Scheme, aims to connect underserved and unserved airports with subsidised air connectivity through viability gap funding to airlines. UDAN has enabled air connectivity to tier-2 and tier-3 cities and to remote areas in the northeast and hills that lack adequate road or rail connectivity. By 2023, UDAN had activated approximately 500 routes connecting around 70 underserved airports. The scheme has been significant in opening air connectivity to cities like Deoghar (Jharkhand), Rupsi (Assam), Darbhanga (Bihar), Hindon (UP), Shillong (Meghalaya), and Agatti (Lakshadweep).
Major international airports in India include Delhi IGI (India's largest and busiest, a hub for both Air India and IndiGo international operations), Mumbai CSIA (India's most important international gateway by international traffic and cargo), Bengaluru KIA (growing rapidly as a tech-hub gateway), Chennai MAA (important for South India and Sri Lanka traffic), Hyderabad RGI (a major hub for the diaspora to the Middle East), Kolkata NSIA (gateway for eastern India and Southeast Asia), and Cochin CIAL (the busiest airport in Kerala serving the large Gulf-migrant community). India's international air connectivity covers all major global cities, with direct flights to North America (Air India direct flights to Chicago, New York, San Francisco, Toronto, Vancouver), Europe (London, Frankfurt, Paris, Amsterdam, Milan, Copenhagen), the Middle East (multiple daily flights to Dubai, Abu Dhabi, Doha, Muscat, Riyadh, Kuwait from multiple Indian cities), and Southeast Asia. India is implementing a National Air Sports Policy (2022) and a drone policy framework (2021) to develop new aviation sub-sectors.
Communication Networks
Telecommunications have undergone a revolutionary transformation in India since liberalisation of the sector in the 1990s and the introduction of mobile telephony. India had approximately 6 million telephone subscribers in 1991; by 2023 it has approximately 1.17 billion mobile subscribers (making it the world's second-largest mobile market after China) and approximately 875 million internet users (the world's second-largest internet user base). Mobile telephony has followed an extraordinary democratisation arc: from an elite urban technology in the 1990s to a near-universal service accessible even in remote rural areas by 2023, driven by falling handset prices, competitive tariffs, and the expansion of network coverage.
The telecom sector is regulated by the Telecom Regulatory Authority of India (TRAI, established 1997). The sector has consolidated dramatically through mergers and bankruptcies: from over a dozen operators in the 2000s to essentially three major private operators by 2023 - Reliance Jio (the market leader with approximately 425 million subscribers, launched in 2016 with free services that disrupted the entire industry), Airtel (approximately 370 million subscribers, the oldest private telecom company), and Vodafone Idea (Vi, approximately 215 million subscribers, financially stressed). BSNL (Bharat Sanchar Nigam Limited) and MTNL (Mahanagar Telephone Nigam Limited) are the government-owned operators with declining market share but strategic presence in rural areas and in providing wholesale infrastructure.
The BharatNet project (formerly National Optical Fibre Network, NOFN) aims to connect all 2.5 lakh gram panchayats in India with broadband optical fibre at speeds of at least 100 Mbps, enabling delivery of e-governance, telemedicine, e-education, and financial services to rural India. Progress has been uneven due to implementation challenges, but the project has significantly extended optical fibre connectivity to previously unserved areas. The rollout of 4G LTE by Jio starting 2016 achieved remarkably rapid rural penetration, and 5G has been launched in India from October 2022, initially in major cities and expanding progressively.
The postal network, managed by India Post (the Department of Posts), remains one of the largest postal networks in the world with approximately 1.55 lakh post offices (the largest in the world), of which approximately 1.30 lakh are in rural areas (Branch Post Offices). India Post plays an important role in rural financial inclusion through its payments bank (India Post Payments Bank, IPPB, launched 2018), small savings schemes, and money order services. It has reinvented itself as a logistics partner for e-commerce players and as a government services delivery platform.
Digital India, a flagship programme launched in 2015, encompasses a wide range of initiatives to transform India into a digitally empowered society and knowledge economy: Digital Locker (secure cloud-based storage of citizens' documents), e-Hospital and e-Health services, National Scholarship Portal, UMANG app (Unified Mobile Application for New-age Governance, providing access to hundreds of government services), Common Service Centres (CSCs, approximately 5 lakh village-level entrepreneur-run digital service delivery points across India), and the India Stack (a set of open digital infrastructure layers including Aadhaar for identity, UPI for payments, DigiLocker for documents, and e-Sign for digital signatures). The Unified Payments Interface (UPI), developed by the National Payments Corporation of India (NPCI), has made India a global leader in real-time digital payments, processing over 10 billion transactions per month by 2023 and being exported to other countries including Singapore, UAE, and France.
Space-based communication infrastructure includes India's INSAT (Indian National Satellite System) series of geostationary communication and meteorology satellites operated by ISRO (Indian Space Research Organisation), providing direct-to-home television broadcast, VSAT communication, disaster warning, and meteorological services. GSAT satellites continue this mission. India's remote sensing satellites (Cartosat, Resourcesat, Oceansat series) provide imagery and data for urban planning, land use mapping, agriculture assessment, disaster management, and defence applications. NavIC (Navigation with Indian Constellation), India's regional satellite navigation system, provides positioning services covering India and approximately 1,500 km around it, with applications in transportation, geodesy, marine navigation, and disaster management.
Foreign Trade: Composition
India's foreign trade has grown dramatically since liberalisation in 1991: merchandise exports grew from approximately USD 18 billion in 1991-92 to approximately USD 450 billion in 2022-23, while merchandise imports grew from approximately USD 24 billion to approximately USD 714 billion over the same period, reflecting India's increasing integration into global value chains and its growing import of energy, capital goods, and electronic products. Including services, India's total exports (goods plus services) were approximately USD 775 billion in 2022-23, making India one of the world's top 10 trading nations by total trade volume.
The composition of India's merchandise exports has shifted significantly since independence. In the early post-independence period, exports were dominated by primary commodities: jute manufactures (from the jute mills of Kolkata), cotton textiles, tea, and spices. The export basket has diversified and upgraded over decades. Major export categories in 2022-23 include: petroleum products (refined petroleum products from India's large refining industry, particularly from Jamnagar, India's largest refinery operated by Reliance Industries, one of the world's largest, and from Indian Oil, HPCL, and BPCL refineries - approximately USD 90-100 billion annually); engineering goods (machinery, transport equipment, metal manufactures - approximately USD 100-110 billion); gems and jewellery (cut and polished diamonds from Surat, gold jewellery - approximately USD 35-40 billion, making India the world's largest exporter of cut and polished diamonds by value); chemicals and pharmaceuticals (India is the world's largest supplier of generic medicines by volume, exporting to over 200 countries; Hyderabad's Genome Valley and Ahmedabad's pharma cluster are major hubs - approximately USD 25-30 billion for pharmaceuticals); textiles and apparel (cotton yarn, fabric, garments, from the textile clusters of Tirupur, Surat, Ludhiana, Mumbai - approximately USD 40-45 billion); and electronic goods (a growing category, particularly mobile phones assembled at facilities in Tamil Nadu and Uttar Pradesh under the Production Linked Incentive scheme - approaching USD 20-25 billion and growing rapidly).
Services exports are dominated by IT and IT-enabled services (ITeS), which account for approximately USD 150-160 billion annually, making India the world's largest exporter of IT services. Other significant services exports include business process outsourcing (BPO), financial services, tourism, education, and shipping. Remittances, while not trade in the conventional sense, represent an important foreign exchange inflow: India receives approximately USD 100-110 billion in remittances annually, the largest of any country in the world, primarily from the Gulf Cooperation Council countries (UAE, Saudi Arabia, Kuwait, Qatar, Bahrain, Oman), the United States, the United Kingdom, Canada, and Singapore.
The composition of imports reflects India's structural economic needs: crude oil and petroleum products are consistently the largest import category (approximately USD 200-230 billion, reflecting India's dependence on imported oil to fuel its transport, industry, and power sectors); electronic goods, particularly mobile phones and components (approximately USD 70-80 billion, reflecting the gap between domestic electronics manufacturing and consumption); gold and silver (approximately USD 40-45 billion, driven by India's large jewellery industry and investment demand, making India the world's second-largest gold consumer); machinery and capital goods (essential for industrial investment); coal (India imports coking coal for steel production and thermal coal to supplement domestic production); and edible oils (primarily palm oil from Indonesia and Malaysia, and soyabean oil from Argentina and Brazil, reflecting India's structural deficit in oilseed production).
Direction of Foreign Trade
The direction of India's trade has shifted significantly over the post-independence period, reflecting changes in the global economy, India's trade policy, and its growing integration into Asian supply chains. In the 1950s-1970s, the Soviet Union and Eastern Europe were important trading partners for India under the rupee-rouble trade agreements that covered military equipment, industrial machinery, and commodities like wheat and oil. Since liberalisation, India's trade has reoriented decisively toward market economies.
The United States is consistently India's largest export destination (approximately USD 75-80 billion in 2022-23), absorbing significant volumes of IT services, pharmaceuticals, gems and jewellery, engineering goods, and textiles. The US is also a major source of high-value imports including machinery, electronic components, aircraft, and chemicals. The India-US trade relationship has grown in strategic depth with the Indo-Pacific Economic Framework (IPEF) and the designation of India as a Major Defence Partner.
The United Arab Emirates (UAE) is India's second-largest export destination and one of the largest sources of imports (crude oil, gold). The Comprehensive Economic Partnership Agreement (CEPA) between India and the UAE, signed in February 2022 and operational from May 2022, was India's first trade agreement concluded in a decade and provides preferential tariff access for Indian goods including gems and jewellery, textiles, engineering goods, and pharmaceuticals to the UAE market, while granting India preferential access to UAE services and investment. The UAE also serves as a re-export hub for Indian goods to the Middle East and Africa.
China is India's largest import source (approximately USD 100-110 billion in 2022-23) and a significant but smaller export destination (approximately USD 15-17 billion), resulting in a large and persistent trade deficit with China (approximately USD 85-100 billion annually). Indian imports from China are dominated by electronic components, machinery, chemicals, and consumer goods where China has a large cost advantage. The India-China trade relationship is complicated by geopolitical tensions (the 2020 Galwan Valley clash and ongoing border tensions) and by concerns about India's dependence on Chinese supply chains for critical inputs including active pharmaceutical ingredients (APIs), electronic components, and solar panels.
Other major trading partners include: Saudi Arabia (crude oil imports, exports of engineering goods and rice); Russia (crude oil at discounted prices has surged since 2022 following Western sanctions, defence equipment imports, fertiliser imports); Bangladesh (a significant export destination for Indian cotton yarn, fabric, machinery, and food products); Hong Kong (a transshipment centre, particularly for gems and jewellery); Singapore (a financial and trade hub, significant services trade); Germany, UK, and the Netherlands (machinery, chemicals, and vehicles; UK is a significant services and IT export destination); and Japan and South Korea (machinery and electronics imports, growing defence and technology partnership).
Regional trade within South Asia remains below potential despite the South Asian Free Trade Area (SAFTA) agreement. The SAARC framework has been constrained by the India-Pakistan political relationship, which has made overland trade through Pakistan's territory (which would connect India to Central Asia and Afghanistan) impossible. India's Act East Policy aims to deepen trade and connectivity with Southeast Asia, with the ASEAN-India Free Trade Agreement (AIFTA) providing preferential access to the 10 ASEAN markets. India has also concluded trade agreements with Japan (CEPA 2011), South Korea (CEPA 2010), Sri Lanka (FTA 1998), and more recently with Australia (ECTA 2022) and UAE (CEPA 2022), and is negotiating agreements with the UK, Canada, EU, and the Gulf Cooperation Council.
Trade Policy
India's trade policy has evolved from the inward-looking Import Substitution Industrialisation (ISI) model of the Nehru-era to the progressive liberalisation of the post-1991 reforms, though it retains significant protectionist elements compared to global peers. The Foreign Trade (Development and Regulation) Act 1992 and the Export-Import (EXIM) Policy (now the Foreign Trade Policy, FTP) are the primary instruments of trade regulation. The FTP is announced every five years, with the current FTP (2023-2028) targeting merchandise and services exports of USD 2 trillion by 2030. The Ministry of Commerce and Industry and the Directorate General of Foreign Trade (DGFT) administer trade policy; the Central Board of Indirect Taxes and Customs (CBIC) administers customs duties and procedures.
Key elements of India's trade policy include: rationalisation of the tariff structure (India's average applied Most Favoured Nation (MFN) tariff is approximately 18 percent, among the higher rates among emerging economies, with tariff peaks in agriculture, automobiles, and electronics); export promotion through fiscal incentives (duty drawback on imported inputs used in export production, Remission of Duties and Taxes on Exported Products (RoDTEP) scheme); export promotion organisations for specific sectors (APEDA for agricultural products, MPEDA for marine products, Gem and Jewellery Export Promotion Council, Engineering Export Promotion Council, etc.); Special Economic Zones (SEZs) as export-oriented enclaves with fiscal and regulatory advantages; and anti-dumping and countervailing duty actions against imports found to be dumped or subsidised at the expense of Indian industry.
The Production Linked Incentive (PLI) scheme, launched from 2020 across 14 sectors (mobile phones and electronic components, pharmaceuticals, medical devices, automobiles and auto components, advanced chemistry cell batteries, textile products, food processing, telecom and networking products, white goods such as ACs and LEDs, specialty steel, solar PV modules, IT hardware, and drones), provides financial incentives to companies for incremental production above a base year threshold. PLI aims to attract large investment (domestic and foreign) in manufacturing, create jobs, build domestic supply chains, and increase export competitiveness - addressing India's underperformance in manufacturing relative to its potential. PLI for mobile phones has achieved significant success: Apple's contract manufacturers (Foxconn, Pegatron, Wistron now Tata Electronics) and Samsung have massively expanded production in India, making India the second-largest iPhone manufacturer in the world by 2023.
Special Economic Zones
Special Economic Zones (SEZs) are geographically defined enclaves that operate under a distinct regulatory and fiscal regime designed to attract export-oriented investment. India's SEZ policy evolved from the Export Processing Zones (EPZs) established from 1965 onwards (the first EPZ at Kandla in 1965, followed by EPZs at Noida, Chennai, Cochin, Falta near Kolkata, Visakhapatnam, and Santa Cruz in Mumbai for electronics). The Special Economic Zones Act 2005 replaced the EPZ framework with a comprehensive SEZ framework providing: duty-free import of goods and services for use within the SEZ; exemption from domestic taxes (income tax, GST on supplies to SEZs) for a specified period; simplified customs procedures and single-window clearance; flexible labour laws in some cases; and dedicated infrastructure within the zone.
As of 2023, approximately 240 SEZs are operational in India, housing over 5,400 units and employing approximately 2.5 million people. The largest and most successful SEZs include: SEEPZ (Santa Cruz Electronics Export Processing Zone, Mumbai) - specialising in gem and jewellery and electronics exports; Noida SEZ - an IT and electronics hub near Delhi; Cochin SEZ - IT and electronics; Chennai SEZ at Mahindra World City - IT and light engineering; Vizag SEZ - pharmaceuticals and IT; and large multi-product SEZs developed by private companies including Reliance Industries (Navi Mumbai SEZ, Jamnagar), Adani (Mundra SEZ, integrated with Mundra Port), and L&T (Greenfield multi-product SEZs). Dedicated sector-specific zones include IT SEZs (Infosys, Wipro, TCS campuses are notified as SEZs in Pune, Hyderabad, Bengaluru), pharmaceutical SEZs (Genome Valley SEZ in Hyderabad, Baddi pharmaceutical cluster), and apparel SEZs.
The SEZ policy has faced criticism and challenges: the land acquisition for large SEZs has displaced farmers and tribal communities, generating significant political controversy; the fiscal incentives have been seen as disproportionate to the employment and export gains; the development of SEZs as real estate projects (building commercial and residential property rather than manufacturing or services units) has abused the policy intent; and the introduction of the minimum alternate tax (MAT) on SEZ units in 2011 and the phase-out of income tax exemptions has reduced the fiscal advantages and dampened investor enthusiasm. A revised SEZ framework - the Development of Enterprise and Service Hubs (DESH) Bill - has been proposed but not yet enacted (as of 2023), aiming to address these problems by making the framework more flexible, allowing domestic sales from SEZs, and linking incentives to employment and investment rather than just exports.
Coastal Economic Zones (CEZs) are a related concept promoted under the Sagarmala programme, envisaging port-linked industrial clusters that leverage coastal shipping connectivity to reduce logistics costs for manufacturing. The Chennai-Bengaluru Industrial Corridor, Delhi-Mumbai Industrial Corridor, Amritsar-Kolkata Industrial Corridor, and Bengaluru-Mumbai Economic Corridor are national industrial corridor projects that aim to create manufacturing and logistics hubs along dedicated freight corridor alignments, integrating transport infrastructure with industrial zone development. These corridors reflect a shift from point-based SEZ development to linear corridor-based development that can unlock broader regional economic transformation.
India's trade balance (the difference between merchandise exports and imports) has persistently been in deficit, reflecting the structural dependence on oil imports and the large electronics import bill. The current account deficit (which includes services trade and transfers alongside merchandise trade) is typically in the range of 1-3 percent of GDP. A widening current account deficit puts pressure on the exchange rate and requires financing through capital inflows (foreign direct investment, portfolio investment, external commercial borrowing, NRI deposits). Managing the twin deficits - trade deficit and fiscal deficit - while sustaining growth remains a central macroeconomic policy challenge. India's foreign exchange reserves (approximately USD 580-600 billion as of 2023) provide a substantial buffer against external shocks and exchange rate volatility.
